WG review of policy on town centre retail

In May 2014 the Welsh Government published research into ‘Town Centres and Retail Dynamics – Towards a Revised Retail Planning Policy for Wales‘. One of the findings was the need for improved clarity in retail planning guidance. On October 14th, Carl Sargeant, Minister for Natural Resources, stated that:

– he has requested officials to review policy that deals with town centres Planning Policy Wales and TAN 4, on retailing and town centres

– Officials have been instructed to commission research on ‘use class’ particularly those that affect town centre usages. The research is intended to feed into future secondary legislation.

– he intends to introduce controls on the insertion of new mezzanine floors in retail developments, and will be consulting on proposals in the future. This is to prevent out of town retailers from increasing the size of their stores without the need for planning permission.
